IMC’s Donna Lemm Testifies Before Senate on Cargo Theft

We’re proud to share that Donna Lemm, IMC’s Chief Strategy Officer, recently testified before the U.S. Senate Committee on the Judiciary during a full committee hearing titled “Beyond the Smash and Grab: Criminal Networks and Organized Theft.” In her opening remarks, Donna powerfully conveyed what many in our industry experience daily: cargo theft is far from a victimless crime. It’s not just about stolen goods or insurance claims—it’s about the safety of our drivers, the reliability of our supply chain, and the financial and operational impact on shippers across the country.

IMC strongly supports the proposed Combating Organized Retail Crime Act (CORCA) legislation, which would provide critical tools to law enforcement and help crack down on criminal cargo networks. We are actively working alongside the American Trucking Associations (ATA) and industry partners to advocate for smarter protections and stronger enforcement.
